How do I tweak the $time to show just the date instead of the date and time within the news_story.html? I've looked in the themes.php but its not defined there.

Currently displays like:
Thursday, March 27, 2008 @ 15:53:10 UTC

Wanting it to display like:
Thursday, March 27, 2008

You need to modify the language constant _DATESTRING which is in lang/lang-(your-language).php; e.g. lang/lang-english.php.

In your case, change it to this:

define('_DATESTRING','%A, %B %d, %Y');
