Is it possible make the block viewable also to people (or maybe bots) that have j a v a s c r i p t turned off?

For example if I use the famed Poodle predictor to see "how google view my homepage" I can see that google doesn't view the content of the Collapsing Block.
It would be possible add a <noscript></noscript> tag with the categories/topics row inside?

Search engines don't use js when spidering a site, but that doesn't mean they don't see the content. On the collapsing block, the js only controls the display of the content, but the content is there for the search engines to see...and they will see it.
However, you might still wish to have code for regular visitors that have js disabled (I prefer to use the Firefox extension that lets me select which sites to accept js, rather than turning it off for all sites).
