I'm considering launching a new website that I would like to have the community take part in. The idea is to create multiple content areas, and then to assign an Administrator to each area. Right now on the Edit Admins screen, a user can be given Admin rights to 'Content', but not to a particular Content area.

With the advent of Web 2.0 (bleh, I hate that term) and the community led websites out there, adding this feature would be an extremely forward thinking step.

Seriously, you may just want to consider using a good Wiki. Not sure if particular content areas can be locked down, but they might through the namespace features of some. But, at least you can easily see who is modifying what and keep an eye on it.

Is there a Wiki module that plugs in to the PHPNuke user system?

I believe Guiwiki does, but it's hard to beat MediaWiki, which does not.
