I am using RN 2.20.01 and NSN GR Downloads and if I click on a dl and enter code I get the following page:

I think this might be htaccess related.
Many folder (directories) within *nuke are protected from direct access by using an htaccess file and also a blank index.html file to help prevent directory browsing.
Change the settings in the Downloads config to use a directory that is not inside a nuke directory. e.g in your webroot create a directory called 'downloads' and specify that directory in the NSN GR Downloads modules admin area.

I would not put your downloads under the modules directory. Guardian is spot on in that many module writers, me included, will place a .htaccess with a "deny from all" in it to keep from having any web browser from accessing files directly under the module directory.

I would create a new directory off your root where you store your downloads in.
