The user must be using some kind of proxy. The actual IP is the remote address: 92.43.66.6

Curious as to why the actual IP wasn't blocked instead. I had to manually add it. And what are the implications as to the local host IP being "blocked", none that I am aware of.

Essentially none, the 127.0.01 should really only be used for loopback and not passed through a proxy. Maybe it's misconfigured proxy server
