Did you also turn off the ability for the user to change the number of stories they see in the home? I believe the option is under Administration --> Preferences and is towards the bottom and is called:

"Let users change News number in Home?"

Now, I have not tried it, but I am thinking that everyone's defaults are still at 10. If that is the case, you could change their defaults using mySQL.
