How do i set pic url max length and size?

I have found that the max length of the url that can be entered for a pic is x characters, where can I change this setting? Have looked through config and admin control, but cannot seem to find where this length is set. (it is too short for people who use custom avatars to add their avatar on my site)

Second question... The pic size in admin control sets any pic added to the sizes entered here, if I set it at 120x120 for example, any pic added will be resized to that size. On a pic that is 81x120 this means it becomes distorted. Is there any way to set a max pic size rather than a fixed dimension?

Blanking out pic width and height means that my above pic 81x120 displays correctly, but this also means a person could add a pic 1280x1280, which would be rediculous.
