The strange characters appear when the database is exported via phpmyadmin. Changing the character set options has corrected the problem.

fade2gray did you have AllowOverride Indexes AuthConfig Limit FileInfo as well as AllowOverride All? If you did try removing or commenting out AllowOverride Indexes AuthConfig Limit FileInfo.

At the risk of appearing a bit foolish... I remembered my php include path had been modified and once I corrected that everything worked wonderful.

So apparently there is still a problem. None of the site pages are displayed (pages are blank). There are no error messages in the log and display errors are on but none show up. I can view analyzer.p ...
