Directories permissions are 777.

The strange characters appear when the database is exported via phpmyadmin. Changing the character set options has corrected the problem.

fade2gray did you have AllowOverride Indexes AuthConfig Limit FileInfo as well as AllowOverride All? If you did try removing or commenting out AllowOverride Indexes AuthConfig Limit FileInfo.
