Not sure it matters, as long as it can find the staccess file.

Be sure to take the Shoutbox icon on the top (Administration Menu) NOT the one from the Modules Administration as it has fewer options

There is a shout prune option in the admin control panel for the shoutbox... I think it's on the bottom when you click on this "shoutbox" icon if I'm not mistaking

If Piclens somehow disables cookies, you will need to make sure they are enabled again

I don't know why it would do that actually... Piclens is just this thing so you can look at youtube in a video ...

Yep links are not clickable as not God admin, was also so in previous versions, works fine from God admin, just the language part is missing this time.

When logged in, not as GOD, you get this in the NS menu:
