Looks like a third delete/re-create/assign priviledges worked.

The difference? Time...I think.

Is there a specific user lockout release I've missed somewhere?

...should also add I had a similar issue with another user last night. The problem went away when I deleted/recreated/assigned permissions again.

Newly created a user yesterday: She can't log in.

These are the steps I went through so far:
1. Her cookies/cache are cleared.
2. Password reset using admin tool.
3. 'Incorrect Login' error

Part of the problem was at the nuke level of permissions to use the forums...all groups were not selected. >_<

Welcome. Without a doubt, RavenNuke beats phpnuke hands down for both security, functionality and support. And cost (thought it is recommended that you donate if you use it).
