Xampp works perfect on windows. Even on my Vista 64b
Linux has it's own apache + php+ mysql + all the toys you need.....
Ubuntu server edition, or Fedora 8 are good linux choice.

You gonna put it into the protected range, not excluded.....
Excluded ranges are simply not tracked but they get trapped.

I tried to install the mod on my local test site, and my forums no more validate as xhtml 1.0 transitional.

I would suggest to remove from the code all the
<font class="whatever"></font>
and replace it with
<span class="whatever"></span>
Same for
<center ...
