Core Downloads Modification Needed

I need some work done to the core Downloads module. The company which maintains my dedicated server has placed me in some kind of cue due to the amount of traffic / bandwidth used. He advised me to come up with a way to limit how much each user is allowed to download. I think a good mod would be to only allow users to download one file at a time. I think this would help out a lot.

A bonus addition would be to allow different download levels. IE:

Level 1 - One download per hour.
Level 2 - 5 downloads per hour.
Etc.

I'm trying to stay away from NSN Groups Downloads. I love the script but I just want to stick with the module that came with the distro (I'm a neat freak). And I also use WS Subscription so integrating with that would be even more of a plus.

I'm willing to pay any reasonable amount, just let me know. I need this done YESTERDAY because until this issue is resolved, my downloads speeds are at like 25KBPS. PLEASE HELP!

Cannot help you with modding it, have too much on already but are you sure its your users who are downloading?
I was thinking maybe if you downloads module is not restricted to 'registered users' the files might be hotlinked.

The Downloads module is only visable to subscribed users only. I use WS Subscription and I would like to be able to specify within that module the amount of downloads each subscription level would be allowed.
