Where is the Add Download link?

Im looking at the code, I dont really know php but im learning, I see that users can add downloads. Im signed in and cant add download. Is there a place to configure this? or is it commented out, turned off, or just not working?

Check your d_config modules/downloads and set it to:
$user_adddownload = 1;
