I have an affiliate block on my php-nuke site, and i was wondering how to have the banners/buttons scroll such as a marquee?

It is actually not that bad. Take a look at one of the other scrolling blocks, such as what comes with NukeSentinel or maybe a scrolling Downloads or Forums block. It is just a <MARQUEE> tag with a few attributes.
