Missing Block -> Anon->User->admin check.....

I am running a very modded copy of RN with a theme that started life as a 6.5 theme. After months of using it....I noticed that my block checks were not working.

You know...You set who can see X block....Anon, Registered User, Admin sort of the thing.

I see in mainfile where the check is generated but I do not see in the theme where it is happening.

Can someone point me in the right direction. What code controls who can see which blocks? An example in an existing theme is all I need. Once I see it work I can get it from there.

As far as I know, block permissions are controlled in mainfile.php and not in any particular theme
