Is it possible to change the username by the user self? If not can you guys please find out how to do this? Sad

Although there is a unique ID for each user, the username is stored in many tables. So it isn't advised to change this, and there is no built in facility for doing this. If absolutely required, you could use SQL (e.g. via phpMyAdmin) to change the nuke_users table, but you should make sure that the new name isn't already being used.

The user cannot change his/her own username.

Admin can do it via the admin panel: users / modify user.
