Just to square the circle, the suspend function does this:

You can unsuspend a suspended user since most of his/her information is preserved.

So, we have deactivate which wipes out most information and thus the user can't be reactivated and we have suspend which suspends the user but preserves his information and we have remove which actually deletes the user. I really can see no purpose to deactivate. I think we should "merge" the deactivate and remove functionality and if people want to suspend a user they should use that. For clarity and to indicate a clear break with earlier versions of RNYA and its predecessor call deactivate/remove -- delete instead.
