Is there a way so users can edit their own rank title thing from in a profile or something?

Not normally. There may be forum MODS that allow it but I don't know of any off-hand as the code that deals with it requires Forum admin privelages.
If you are using a recent version of RavenNuke (tm) you could add a custom 'Rank' field in the Your Account administration area - but that would only be visible on the users profile page and won't appear in the forums.
