Trying to add code need expertise

Friends i am trying to add the meebo bar and it needs these 2 codes to work.

After the opening <body> tag i need to add this

The theme is in php and neither tag exists and i also want it to work with all themes. Where can i add these codes to get it to work ?

Look in header.php and footer.php in the root of the site.
