Admin access restricted

i just did a brand new installation of raven 2.5 which i downloaded from this site. install went fine, its linked to the sql database and everything, but for some reason it keeps telling me that i am restricted from accessing the admin panel. (i had to delete the .htaccess file cause i kept getting a 500 internal server error when trying installation. after deleting it, install went just fine) i had this same issue before with PNC 4.5 i tried 5 different delete/reinstalls with that one before i gave up and came to ravens, and seems i am having the same issue with this as well. any advice/answers?

500 errors are usually due to a misconfiguration or typo within htaccess.

So are you able to access the admin with htaccess removed? What is the exact message you get when not able to access?
