anonymous users for modules and blocks

Either i break my code , or i totally lost my sense.

But , i always thought i could set blocks and modules view for anonymous.

Pls tell me i break my code.

blocks = yes
modules = no - only for all or only for users or only for admins

Ha yes i see now again, if i swear anonymous weren't showing up in the blocks before , no one is going to believe that.
Right?

I now need to change the module view arghhhh.
