Block or Message title

This is a minor peeve, but I've been working on it for two days. The blocks on the left or the right have the block title in the 'title bar' so to speak. The topics in the middle also have the title in the title bar.

My messages in the center have the title in the body of the message. Also, if I show a block in the center, it shows the title in the body, and not in the 'title bar'. If I move the block back to the left or the right, it puts the title back in the 'title bar'.

For neatness of appearance, I want ALL blocks, news, topics, and messages to have the title in the title bar. This happens with any theme I am using that has a graphic 'title bar', like HeliusGray. I've already scoured the code for several theme.php, story_home.html, and story_page.html files.

I'm stumped. Any suggestions will be appreciated and tested.

When you move a block to the center, it uses the opentable() where all the content just goes in the main body of the table, there is no $title there, just opentable() content then closetable()
