Should the government compete with civilian business?

Example: A city government owns land and plans to develop it for businesses to use as retail, food serves, office and other like businesses. The city government is going to be the managing company. The city is now competing with other developers and leasing companies for clients to lease space to. Should they be allowed to do this?
