How to limit <img> for smileys ONLY ?!

I need to use smileys but need to ban all other possible <img> tags in messages!
Every day somebody writes to my guestbook the following line:

<img src="#" width="99999" height="99999">

It is no problem in Firefox (just a small icon), but if it is opened in Internet Explorer.........
ahhhhhhhhhhhhhh Sad((((

1. Is it possible to get an operator to list filenames for all smiles, and to forbid ANY OTHER <IMG>?

2. Probably it is possible to insert just the image itself (not tag!) to the message in "create" window?

It's amazing that someone hasn't reported this in 3 years. I will see what I can do.
