I want to install nuke sential on my site I looked in my root directory and noticed I did not have a .htaccess or .staccess File, when I upload the sential files will I have to change the sample.htaccess and sample.staccess files to .htaccess .staccess,

No - not unless you plan to use the separate method of HTTP/CGI Authentication. Follow the README and be sure to set up your admins before turning HTTP Authentication on. Otherwise you will be locked out of yout admin control panel. See other posts in the forum concerning your question.
