I have read threw this thread http://www.ravenphpscripts.com/postxf3716-0-0.html and no fix was in there for me.

Ive done this
Find your account "Profile" in PayPal and look for:
"Instant Payment Notification Preferences". In there you should see
2 options: one to enable IPN and the other called:
"Instant Payment Notification (IPN) URL". In this field you'll enter
the complete URL listed in the previous window on the Treasury config
page. it should be something like this:

and verified this
Debug mode activated

PHP-Nuke Treasury mod

PayPal Instant Payment Notification script

See below for status:
----------------------------------------------------------------
Connection to db - OK!
Opening connection and validating request with PayPal...
OK!
Selecting database...OK!
Executing test query...PASSED!
PayPal Receiver Email: admin@oe-hq.comLogging events


----------------------------------------------------------------
If you don't see any error messages, you should be good to go!

Any help would be appreciated :/

Have you checked your server error_log?

HOLY ERRORS BATMAN!

well aside from the other bazillion errors I see there(Mostly to do with my theme) this one jumps out at me

[Thu Sep 15 23:03:23 2005] [error] [client 216.113.188.202] File does not exist: /home/oedhqfd/public_html/main/modules/Donations/IPN/ipnppd.php


But looking threw my ftp I do indeed see that file on my server. I am seeing this alot and I am wondering if I have somethin going on with my ftp client. I have uploaded over it and its still doing same thing.

One thing I noticed was in ftp it shows the folder IPN in lowercase... I wonder why it would upload like that. Would the case generate this error

Make sure the file
- has content
- permissions are correct
- path case is correct as *nix is case sensitive
