Trying to put a border around all center blocks except one.

I'm sorry to be apest - down to last two glitches and ready to launch site.
Just noticed in my forums - a border that attaches correctly to every other module when displayed, is corrupted when tries to wrap around my forums-- here is the table that controls all center modules borders and backgrounds.

Can't figure out what the problem is. You have to see how weird this is.
every other page works perfectly.

Tried a couple of different forum modules and themes - all give the exact same corruptiion.

Is there something I messes up in t he tables.php file listed here?

If it isn't here what code what I could really use is the code that I could inset to the code above so as to have the tables.php code applay the border and background to everything but the forums module.

I really don't know. I wish I could be of more help. Have you looked in the style.css file of your theme?

Yes - doesn't seem to be where the problem is.
Is there a way to code the tables.php file I posted so that any module except forums.php would utilize the file.
