Added option to skip activation

As probably know many users preffer to have instant account creation or have problems with sending mail and cannot use activation method.
I made a patch that allow instant acount creation, without sending any mail, as a option in admin settings module.

doesnt this opens the door for automatic registrations ?

Should be used with $gfx_chk = 3; at least.
And that's why is made as option, not as permanent skip activation mod.
