Pictures in News on front page

I have tried several times to add a picture on the index page in the center with the news module and for the life of me they won't show up. Any ideas as to why this is happening?

Make sure the "IMG" tag is allowed in your config.php

Well I don't see anything in config about img tags, but i also tried to add some pictures in the footer msg and they show up in the box but when i save it they disappear. I tried to add this:
