user management

I tried to google for a module that would manage the users but didnt have any luck.Does a module that allows to manage a user exists?
By managing i mean that you could by some way "silence" the user (so that he couldnt post but only view the forums,view the news but not post comments) or even ban him for a while.
I found something like this as a bb hack but no ported.

I don't know of any, but as far as the forums go, you could create a special group and assign that user to that group. Then, set the permissions for that group to View only or whatever.
