We have now rectified the problem.

Well, I don't know how long it will be before I have anything to publish, but here is 1 design (theme) I have been working on. Don't be concerned about the pictures/graphics etc. They are just placeholders right now. I've started a thread for the feedback. See PHP-Portal Development Has Begun!.

Note: 

BTW, I am not using any tables. I'm trying to design with pure CSS. We'll see.
