If you are receiving Forbidden messages when attempting to download files, there's a good chance it's your firewall software/settings. Especially if you are using Norton or Zone Alarm. Temporarily disable it and see if the download works. If so, you need to adjust your settings . Thanks to KMarion for this reminder!
