I'm also having this problem and found the extra line in the english language file.
I deleted the line but still no security code in the new user account creation page...

Anything else i could try ...

Raven, would you include the fetch script for the download module like on this site? i like the idea of security for the downloads to avoid the bots/file scavengers, etc

i'm having an issue similar... but in my case when i click backup DB link in the admin section, it downloads a 0 byte file..... and i know my database is about 4mb or so.. nothing i can do can make it ...
