Safest way to allow another user to ban others ?

I use Ravennuke, and I would like to know the safest way I can allow another user the ability to ban another person when its required. Preferably a user ban + IP ban. I really do not want to make anyone else a superuser.

I don't think you have any other choice but to make them a super user if you want them banned completely from the entire site.

I am not sure on the forums side if you can give someone administrator rights to ban them there. I think so. But that would only ban them from the forums and possibly PM's and members list.
