Maybe I was just dreaming ... but I thought I read about it somewhere before and I've searched and searched for this ...
is there a mod, to the Content Module, that will allow users to submit Content pages?

You weren't dreaming - someone did do that. I think it might have been the Contenudo addon, but couldn't find it myself. Either way, be careful with addons that allow user submissions...
