SomeOnes Blocked

I am not sure what to do. I have a supporter of my site that can't access the site. It tells him that he has an invalid IP address. I took out all the Blocked IP addresses that look like his and that did not work so I removed ALL blocked IP addresses and that still did not work.

He can visit other sites that have the same version of Nuke and NukeSent.

What else can be done?
