How to make new page?

I wanted to make a new page that would show in the modules section list, where someone can edit it in the admin back end section.

Currently there is no way of doing this.

You can obviously use the Content module for custom pages and may be you could create a custom module menu using the block editor.

You could create a dummy module and put whatever you need into the modules index page, in which case the link would appear in the main menu
OR
You could use the Content module to create a page but you would need to either add the link to the page by editing block-modules.php are create a new menu using the admin-> blocks ->create new block
OR
Depending on what the page is for and how you want to use it, you could even use the Legal Module.

Because you said you wanted to be able to edit it in the admin backend, the only way of currently doing this is to create a page using the Content module and create a custom side block using the block editor. This would be the same as Guardians option B.
