There is a bug with the links for the HTML Newsletter module in the menus.
The actual name should be" HTML_Newsletter", but in the database it is "HTML Newsletter". The "_" is missing. The best thing to do is go into the *_modules table and delete the record for HTML Newsletter. Then go into your modules administration on your site and let it auto repopulate.

Palbin has graciously fixed this also in the final 2.4.0 release and related upgrade script.
