Better Ban Control?

Does anyone know of an add-on that can handle banning more extensively than NukeSentinel? I have a user who just won't go away. He's not hacking the forums or anything, just pestering members and whatnot. He has dynamic IPs that range from 64.* to 69.* to 24.*. I can't keep up with all his IP addresses.

I was reading about it some, and found Protector System. But from what I understand, it puts a heavy load on the server and is quite buggy. It also doesn't work well with sentinel, or so I've read. Here's the feature that sounds most appealing to me:

If the user is resistered and he or she changes there IP address, the user will be automatically banned agian.

Meaning if he tries to log in to his old account, his new IP is logged and banned automatically. NukeSentinel can't do that, and I need something that can.

- How does Protector handle me if I change my username 100 times a day? What you're asking for is non-existant unless you want to ban all his ranges.
