Will this run on a 7.7 patched?

And can it be installed on a pre-modded nuke? I have several mods on it now...

It is independent of phpnuke. It only uses the MySQL values in config.php. It's a utility to assist you if/when something goes wrong so it can't be dependent on anything other than MySQL setup values.
