Blank topics when using submit_news

Hi,
Ran into something today on my test site that's never happend before.
So far I have 7.6 3.1 backend, nukesent, nsn groups, and pm messages 1.5 installed. I havent had any problems until today when I went to test the submit news functions.

As you can see from that url chose topic drops down with 2 spaces for topics but you can't read them. I thought it may have been a theme issue so I tried some stock things but the same thing happens.
Also with admin access using news where you could pick associated topics i'm getting the same thing. It shows two boxes you can checkmark but doesn't display the topics.

If you go ahead and submit news and just chose one of the unseen topics it actually goes through with one of them which you can see from my test on the main page.

I have no idea why it wont display them in news submission or admin/news/submission. I've tried multiple themes, and i've tried reloading the submit_news module itself with no luck.

Anyone have have any ideas or seen this before? (Yes, I tried searching first).

Your Topics have no names/descriptions. Look at http://64.246.57.159/~nefardg/modules.php?name=Topics

The Topic: field is empty.
