I thought NSN Groups was set so that you could set up groups that allowed certain users to administer certain things?

Or is it just set so they can view certain things?

To administer you would need to set them up as an admin.

jakec is correct, with one exception: forums. NSN Groups integrates with the forum groups, and you can setup groups for moderators, etc. But you don't need NSN Groups for that... So, basically, NSN Groups is really for group users to view / allow access for modules, messages, blocks and receive newsletters.
