One item that I miss from Platinum is the option to have up to 4 text blocks at the top center of the home page.

Will this be installed on the new Raven? if not does anyone know where I can get this to "add on" my site

No, this is not included in RavenNuke. You could possible tweak your theme to do this, but I have never attempted it.

There is NSN Center Blocks from http://www.nukescripts.net, but I am not certain of its RavenNuke compatibility, but you could try and see (just take backups of everything that you modify!).
