In the Modules block-file is a while loop, with all active modules and their titles and custom-titles from the table _modules. To assign your own language constant for each module, would mean that all possible modules would have to query inside the loop. That would not really efficient because you'd have to add for any new modules a new if-statement.

If you are now removing the custom-titles in this block-file, only the names of the modules directories remain. That would mean you'd have to rename all directories. That is not a good solution and that is why there are the custom-titles.

If you want use the modules block-file, then i would recommend you either adapt the custom-titles in the modules ACP. Or you are creating a simple HTML block with the blocks ACP, where you can list only the modules you are using.

Another solution would be to make a copy of the _modules database table and change all db querys to your new created table _modules_dutch for example.
But this would only keep working if you never change your modules settings. Also whenever add or remove a module , you need to manualy edit the new table.
To 100% cover such problems , you must change the modules.php in the admin section.
It isn't all so hard , but you should be really wanting this.
