upgrade admin panel icons gone

ok....so I have been through this loop a few times. It drove me crazy (drives me crazy).to get loads of different advice out there and a suggestion of compatability of my add on modules.....nothing worked after my upgrade to 7.5...although I have had it working on some sites. problem after upgrade only admin logout/login shows in the admin panel...
so...I stopped trying to mess with my good site with all my modules and experimented on a fresh site...fresh upgrade with no extra anything...
after each upgrade I tested. and sure enough, the dissapearing act occurs in the upgrade73-74.php. i thought it was the 7.5 but no -it is the 7.4
but...knowing that does not solve my problem.
so any ideas? I have no extra modules or anything happening to confuse the issue.
Funny...I remember fixing this once upon a time...I am loosing it....a noobie

I usually find this gets fixed by reuploading the new admin files in ascii mode and setting the folder chmod of the folders to 755 and files to 644.
