Brainless Newbie Alarm .htaccess question

I'm running PHPnuke 7.6 patched with nuke sentinel on a localhost
now i want to put .htaccess on the root but how the *** do i do that everytime when i want to chance sample.htaccess to .htaccess windows say that i can't rename it to that

Yeah i know NEWBIE Smile

but i'm willing to learn and already did Smile

Reason #5980 why I hate Windows.

First, I should mention that .htaccess is an Apache function, thus you need to make sure that you have installed Apache on your Windows box.

Instead of going into detail, I will simply point you to:

A good text editor, like TextPad will allow you to create/rename the file w/o the windoze restriction. Also, although it may be the long way around the barn, d/l the .htaccess from your host. Once you have the file on windoze, you can edit it and save it w/o interference.

I'm running the apache server on a window box, i know it's not the best but i don't have a comp free for lunix at this moment.
I'm somebody who fix computers for people, so i have to work a lot n windows basis but i agree M$ is what the kaching!
