Can't Browse Site While Site Closed

I am not logged in as a user. I am logged in as a God Admin.
I am using phpNuke 7.7.3.0 available on NukeScripts along with Sentinel 2.3.0. I can get to the admin panel and the "Disabled" graphic is at the top, but any time I try to visit another part of the site, I can't.

My host has "register_globals" to be OFF.

Also, when the site is shut down, I get this in the forum admin:

errors simply say that you haven't the file in abuse/abuse_default.tpl...

The file is present in the directory: /httpdocs/abuse/abuse_default.tpl
