phpBB user permissions issues

I had a user who's user level should be 'user' but I accidentally changed it to 'Administrator' though User Admin | Permissions in the forum admin section. When I try to set it to User and press submit it is still set to Admin. Am I looking in the wrong place to change the user level back?

Actually it will not even let me change this users permissions. Almost like just this one user is locked. Everyone else works fine.

Running 7.7 with 3.1 Patch and NukeSentinel.

Well I finally got it to work after I removed the user from a user group that he was the moderator to. I then did what I needed to and put him as the mod of the group again. Odd...
