Ok, I feel dumb.

I can't figure out how to assign a particular group to a specific forum!

And I used to run a YaBB board so I feel extra dumb!

Click on your administration forum
then click on the permissions link in the Group Admin block area
then assign permissions to the forums you would like this group to have.,
some please check me and see if i am wrong

How on earth did I miss that? I could swear on the phpbb gods that they were not there before! ARGH!
