General Help and Starting out

It has been over a year since I last did any Php site or even looked at the Nuke forums here. Now I have a wish to make a site again. I am wondering where do I start and what is the upgrade path of the great paks here on Raven Scripts?

I downloaded the PHP Nuke 7.6 Patch Lv 2.9 file (is this the latest).

What is the RC4 for Nuke 7.6 - is this newer or older than the lv 2.9 patch.

Anything else I should install over this? I am basically looking for a FAST SECURE nuke site with forums, SPAW, Good menu, Collapseable blocks and Analysis (MS Analysis or other) to track which mods and pages are most desired.

Finally the abilitiy to have HTML in Content and elsewhere is highly desired.

Any advice for a returning beginner would be welcomed.
